Does someone know if water clears up sebum?

I have a very oily face!!! I hate that 'cause when I wake up the morning, my face is perfectly clean but at the end of the afternoon, my face is all greasy and red... So I would like to know if water could help me clear my face... I use Avene products: The cleanser and the anti-shine creme... But it doesn't seem to work... So if you have tips... don't hesitate. Thank you!!!Does someone know if water clears up sebum?
Carry oil blotting sheets in your pocket or bag. Use them whenever you need them during the day. They absorb the oil and zap the shine!
